Illinois House Speaker Michael Madigan has revealed just how close to the core of the state's budget deadlock is Gov. Bruce Rauner's advocacy of workers' compensation reform. Rauner signed three pieces of budget legislation after the two sides came to an agreement following negotiations, Speaker Madigan said in a rare speech to the City Club of Chicago Wednesday. Rauner on Dec. 4 signed into law House Bill 1285, dealing with unemployment insurance; HB 1365, amending the property tax code; and HB 1365, dealing with the Department of Veterans' Affairs. ...
