Fatal Explosion Brings $97,200 in Fines against Well-Drilling Co.

An explosion that killed an oil field worker who was welding inside a water-hauling tank in Williston, North Dakota, prompted the U.S. Occupational and Safety and Health Administration to propose $97,200 in fines against a well-drilling company. OSHA said 28-year-old Dustin Payne, a Marine veteran who had served in Iraq and Afghanistan before moving to North Dakota from Alabama, died in the explosion last October when vapors inside the tank ignited.
