An explosion that killed an oil field worker who was welding inside a water-hauling tank in Williston, North Dakota, prompted the U.S. Occupational and Safety and Health Administration to propose $97,200 in fines against a well-drilling company.
OSHA said 28-year-old Dustin Payne, a Marine veteran who had served in Iraq and Afghanistan before moving to North Dakota from Alabama, died in the explosion last October when vapors inside the tank ignited.
His death was one of six worker fatalities related to operations in the Williston Basin formation since October 2014, OSHA said.
