As Insurance Commissioner Ricardo Lara considers the Workers’ Compensation Insurance Rating Bureau’s pure premium rate filing, California labor and agriculture advocates are speaking out against the proposal, saying it includes uncertain COVID-19 cost projections and misconstrues potential impacts of Senate Bill 1159.
In addition, some stakeholders have asked the commissioner to consider an alternative proposal that would downplay or remove COVID-related costs, and enact an advisory pure premium rate about 5% lower than what the WCIRB has proposed.
