A high court ruling last summer revealed an odd quirk in Maryland's workers' compensation law: If a permanently and totally disabled worker dies from reasons unrelated to the workplace injury, the maximum benefit payable to surviving dependents is capped at $45,000.
But if a permanently partially disabled claimant dies, dependents are entitled to receive all of the claimant's benefits that have not yet been paid.
State lawmakers introduced four bills during this year's session to address the issue, but all but one of the measures have died.
