Legislation that would have allowed the Texas Self-Insurance Guaranty Fund to wind down its operations appears to have fallen victim to an ongoing battle over property taxes between Gov. Gregg Abbott and the state House of Representatives and Lt. Gov. Dan Patrick and the Senate.
The Senate in April voted 30-0 to pass Senate Bill 2269, while the House voted 142-1 to pass the bill in May. The bill would have ordered the board of directors for the Guaranty Fund to submit a plan to wind down operations by Dec. 1.
