A bill that would have allowed California providers to use independent review to challenge contractual discounts applied to bills was amended to instead require payers to justify reductions in explanations of review.
Assemblymember Phillip Chen, D-Brea, on Friday amended AB 1048 to add language to Labor Code Section 4603.3 that would require payers to include specific information on the underlying contract that they relied on when they reduced payment to a provider.
"Disclosure of a medical provider network does not satisfy this requirement," the amended bill says.
