The Connecticut Second Injury Fund (SIF) has failed to implement internal controls to prevent payments to ineligible individuals, the state Auditors of Public Accounts reported on Wednesday.In an audit of the Connecticut State Treasurer's Office for the fiscal year ended June 30, 2011, auditors said the SIF approved a $225,000 settlement to cover future cost-of-living adjustments for an injured worker but also granted a separate award of $225,000 to her husband.Auditors said the husband was not qualified to receive his portion of the settlement.The Treasurer's office said in its respon...
