The Senate Committee on Labor, Public Employment and Retirement on Tuesday passed a bill that would allow newspapers to continue classifying carriers as contractors rather than employees as part of an effort that proponents said is necessary to save local journalism. State lawmakers last year enacted Assembly Bill 5, which codified a state Supreme Court decision and required the use of the ABC test to determine who is a worker and who is a contractor.
