The Oregon Workers’ Compensation Board appointed Joy M. Dougherty as the presiding administrative law judge to replace Holly J. Somers, who was appointed as the board’s chairwoman in September.Dougherty was appointed presiding judge of the Workers’ Compensation Board on Oct. 15 and will oversee the Hearings Division.
