Nine states enacted legislation presuming COVID-19 arose out of employment for some workers, and five states legalized cannabis in 2020, the National Council on Compensation Insurance said in a report on legislative trends for the year.
Other issues NCCI highlighted in its report are comp coverage for mental injuries, single-payer health insurance proposals and California’s ongoing efforts to clarify who is an employee and who is a contractor.
