State Auto Buying Rockhill Insurance Group, Owner of RTW

State Automobile Mutual Insurance Co. announced this week that it has reached an agreement to acquire Rockhill Insurance Group in Kansas City, Mo. Closing is expected in the first quarter of 2009, subject to approval by state regulators.
