California lawmakers are debating legislation that would allow employers to use prepaid debit cards to pay temporary disability benefits, but one company has been using cards to pay benefits for nearly a decade under the blessing of the previous administration.
Carrie Nevans, the former acting administrative director for the Division of Workers’ Compensation, in a November 2008 email told a law firm representing InsurCard that Labor Code Section 4651 appears to permit the use of a debit card, with the employee’s authorization.
