Florida property-casualty insurers, hit by increasing losses in recent years, have opened a new front in the war against fraud and are using anti-racketeering laws to go after companies they say have double-billed for restoration work.
Some of those same companies also appear to have avoided obtaining workers' compensation insurance on their employees, and one insurer's attorney hopes state regulators follow up with criminal charges.
