The Texas Department of Insurance has given final approval to rules governing what happens when a certified self-insurer decides to get out of workers' compensation insurance.
The department order, issued Monday, adopts amendments to the National Council on Compensation Insurance's manuals for workers' comp and employers' liability insurance, effective May 1. TDI explained that House Bill 1989, passed in 2017, made it easier for self-insurers to get out of the business and turn over coverage to a commercial carrier.
