A call by Ohio Gov. John R. Kasich to give employers insured by the state Bureau of Workers' Compensation the second $1 billion rebate in as many years is drawing praise from employers and others who say it confirms arguments the state-run insurer has been stockpiling excess surplus.
Flanked by BWC Administrator Steve Buehrer, Kasich announced the plan while at a business in Columbus on Wednesday. He said it will have to be approved by the bureau's governing board, which is expected to vote on the plan at a meeting on Sept. 26.
