After a flurry of laws and emergency rules around the country made it easier for people to get workers' compensation benefits if they have COVID-19, increasing concerns from insurers and the passage of federal relief laws — and the potential for more — may be contributing to the lack of urgency in New York and Pennsylvania, comp attorneys in those states said.
