The National Council on Compensation Insurance said its analysis of impairment ratings in 33 states plus the District of Columbia found that the average whole-body impairment rating for permanently disabled workers was 6.5%.
Average impairment ratings varied from state to state, ranging from a low of 4% to a high of about 11%. Claims involving surgery had impairment ratings that were on average 2 percentage points higher than those without surgery.
